Governor Kelly Declares Disaster Emergency Amid Flooding

TOPEKA — Gov. Laura Kelly issued a verbal state of disaster emergency proclamation Tuesday afternoon as heavy rainfall and potential flooding affect parts of Kansas, particularly south-central Kansas. The declaration mobilizes state resources to assist with relief efforts. The Kansas Division of Emergency Management has partially activated the State Emergency Operations Center to monitor the situation and coordinate aid.

The state-level declaration followed a local disaster emergency proclamation by the Sedgwick County Board of County Commissioners earlier on Tuesday, which allows the county to request state assistance if needed. Governor Kelly cautioned travelers about the dangers of floodwaters, advising motorists to "Turn around, don't drown."

Missouri Police Shooting Suspect Arrested in Ellis

ELLIS — A 27-year-old man wanted for allegedly shooting and critically injuring a Lee's Summit, Missouri, police officer was arrested in the central Kansas town of Ellis early Tuesday morning. The Kansas Bureau of Investigation reported that Thomas Eugene Tolbert was taken into custody without incident at a Days Inn hotel shortly before 5 a.m. after law enforcement received a tip regarding his location.

Tolbert was wanted on a Missouri warrant for multiple felonies, including first-degree assault and armed criminal action. He has been booked into the Ellis County Jail. The Blue Alert issued for Tolbert has been canceled.

May Tax Receipts Greatly Exceed State Projections

TOPEKA — Kansas revenue collections soared $158 million above the monthly estimate in May, largely driven by an unexpected surge in individual income tax payments. The Kansas Department of Revenue reported total receipts of $657 million for the month, which is 31.7% higher than anticipated.

Individual income tax collections alone reached $314 million, a figure 85.1% above the forecast for May and a 3.1% increase compared to May 2024. Gov. Laura Kelly acknowledged the positive indicator but emphasized a continued focus on long-term financial stability for the state.

KU Cancer Center Breaks Ground on New Unified Complex

KANSAS CITY, Kan. — The University of Kansas Cancer Center has broken ground on a new, state-of-the-art complex that will unite patient care and research facilities for the first time in its history. The project aims to foster collaboration by bringing physician-scientists, researchers, and clinical staff together in a single location.

A groundbreaking ceremony featured remarks from dignitaries including U.S. Sen. Jerry Moran, U.S. Rep. Sharice Davids, and Kansas Gov. Laura Kelly, all celebrating the long-envisioned project.

KC Current Plans New Waterfront Promenade on Missouri River

KANSAS CITY — The KC Current soccer organization has announced plans for Levee Park, a new public promenade along the Missouri River designed to enhance the Berkley Riverfront area. The proposed park will feature trails, overlooks, play areas, and performance spaces, transforming the area between the Riverfront Heritage Trail and the water's edge.

This development is part of a larger effort to build a destination neighborhood around the new CPKC Stadium, which includes recently started construction on hundreds of apartments and other amenities. The goal is to create a vibrant public space with native plantings and walkways, bringing new life to the riverfront.
